What is E-Pay? The West Chicago Public Library district has partnered with the Illinois E-Pay Program to provide you with a secure, convenient, and easy way to make online payments of fines and fees. You may pay with a Visa, MasterCard or Discover card. How Do I Make an Online Payment? Follow these simple steps:

  1. To check your balance and pay bills, login to My Account.
  2. Choose to pay a single bill by clicking on the Pay Bill Now button, or pay all of your bills by clicking Pay All Bills.
  3. Complete the online form with all of the requested information.
